In the July 10 Federal Register, the Animal and Plant Health Inspection Service (APHIS), Department of Agriculture announced the availability of the "Animal Welfare; Definitions for and Reporting of Pain and Distress" and requested public comments by September 8. The regulation outlines several changes to the Animal Welfare regulation to promote the humane treatment of live animals used in research, testing, and teaching and to improve the quality of information communicated to Congress. APHIS is also considering replacing or modifying the system used to classify animal pain and discomfort.
