In October 1998, the ASM was awarded representation on the Laboratory Negotiated Rulemaking Committee (NRC) which negotiated with selected organizations on drafting national coverage determinations (NCD) and administrative policies for clinical laboratory tests reimbursed under Medicare. Vickie Baselski, Member, Committee on Professional Affairs, Public and Scientific Affairs Board was the ASM representative to the NRC. ASM was also chosen to Chair the Infectious Disease Workgroup which was charged with prioritizing specific infectious disease diagnostic services and drafting national reimbursement policies. The Committee met eight times before January 1, 1999 and reached consensus on national coverage and administrative policies for clinical diagnostic laboratory services which simplified current administrative requirements and facilitated appropriate reimbursement.
On November 23, the Centers for Medicare and Medicaid Services (CMS) published "Medicare Program; Negotiated Rulemaking: Coverage and Administrative Polices for Clinical Diagnostic Laboratory Services; Final Rule" in the Federal Register. The rule establishes national coverage and administrative policies for clinical diagnostic laboratory services payable under Medicare Part B to promote Medicare program integrity and national uniformity, and simplify administrative requirements for clinical diagnostic laboratory services. The ASM was a member of the Negotiated Rulemaking Committee (NRC) and chaired the Infectious Disease Workgroup which was responsible for prioritizing specific infectious disease diagnostic services and drafting national reimbursement and administrative policies which are included in the final rule.
The ASM chaired the Infectious Disease Workgroup which drafted the national reimbursement and administrative policy for Urine Cultures.
