Contractual Program Specialist for Procurement – International Affairs

The American Society for Microbiology (ASM), headquartered in Washington DC, is seeking a Contractual Program Specialist for Procurement. Incumbent will work within the International Affairs department, focusing on procurement activities that will enable diagnostic laboratory capacity building and health systems strengthening programs for infectious disease control in resource limited countries. The key objectives for the Program Specialist for Procurement will be to advance ASM's agenda in:

  • International development, public health, laboratory capacity building, health security
  • Quality assured diagnostics (HIV, TB, and other infectious diseases)

The Program Specialist for Procurement will support the Assistant Director for Sustainable Development in USG- and ASM-compliant procurement for assigned country-specific projects.  Key functions include: work and liaise with domestic and international vendors, develop RFPs, solicit bids and quotations, review and evaluate proposals, ensure quality, negotiate and analyze costs, develop and implement service agreements, prepare justifications and analysis, carry out commodity procurements, monitor/manage related shipping and delivery logistics, and prepare procurement tracking reports. 

Qualifications:

  • Quality assured diagnostics (HIV, TB, and other infectious diseases)
  • Bachelor's degree in health-related or other relevant field, Master's preferred.
  • Relevant work experience: 4+ years with Bachelor's, 3+ years with Master's
  • Basic knowledge of relevant technical areas: clinical, laboratory, and/or public health
  • Experience in procurement management for international cooperation projects
  • Experience with procurement for U.S. Federal Grants desired
  • Effective working relationships with diverse groups, including interacting effectively with co-workers, international stakeholders, vendors, and others
  • Development, tracking, and monitoring for procurement projects
  • Development and management of short-term contracts for procurement
  • Demonstrated proficiency in English required
  • Proficiency in French would be a plus
  • Professional international travel, preferably in Sub-Saharan Africa
  • Ability to travel internationally up to 10% of time
  • Advanced MS Office proficiency and ability to develop complex reports
  • Ability to work independently
  • Ability to work in a team
  • Strong oral and written communication and presentation skills
  • Strong time management and organizational skills
  • Detail oriented, ability to multi-task and to complete tasks within assigned time frames
